Forged steel, double-ended hand wrench. S-shaped, 19" long. U-shaped openings at ends are labeled 13/16" and 1". "Williams U.S.A." (likely the manufacturer) and "370A" etched into the side opposite of "CONRAIL". Research indicates it would be used to tighten nuts and bolts on the basket rod located between switch points.
